TITLE:

Quality Manager

 

 

LOCATION:

Houston, Texas (Business Travel to Mexico City)

 

 

PROFESSIONAL REQUIREMENT:

 

Variable Bachelors degree or its international equivalent

Masters preferred

Bilingual (English/Spanish) required

 

 

KNOWLEDGE

 

  • In the implementation of quality systems with engineering and construction contractors recognized worldwide by carrying out major projects for the oil, petrochemical, and power generation industries.

 

  • In managing the implementation and improvement of Quality Systems according to ISO-9000.

 

  • In the supervision of Project Quality Managers related to portfolio of projects of similar magnitude to the DUBA Program.

 

  • In the implementation of the Total Quality Management, Theory of Constraints, Value Engineering, "Six Sigma, and Balanced Score Sheets.

 

  • Mastery of standards, process maps, procedures, work instructions, best practices of value, standardized formats according to ISO 9001-2000 and ISO 14001-2004.

 

EXPERIENCE

 

  • Minimum 25 years of experience in the implementation of Quality Systems for industrial projects in all life phases of the project.

 

  • In implementation and administration of Quality Management Systems, including a system of lessons learned for projects of similar magnitude to the DUBA program.

 

  • Experience in external and internal audits to Quality Management systems in relation to the metrics of application/compliance with procedures, work instructions, best practices, and standard formats.

 

  • Experience in the organization and teamwork for programs related to projects of similar magnitude to the DUBA program.

 

RESPONSIBILITIES

 

  • Review and give comments related to the quality system proposed by the BE / EBE contractors, define the standardization of these systems under a common system that allows the application to the projects of the supplementary plants, to the OSBL projects and to the modification of auxiliary services.

 

  • Ensure the implementation of the quality system by implementing and coordinating the dissemination of the quality system and quality audits.

 

  • Train, supervise, update and coordinate work teams in the execution of procedures, instructions, and methods of work involved in the quality system.

 

  • Assign responsibilities to the people in charge of supervising the quality of projects in all quality-related aspects.

 

  • Coordinate and supervise internal and external quality audits.

 

  • Train internal auditors

 

  • Review personnel performance responsible for quality management and other subordinates.

 

  • Supervise that the top management guidelines are stated in the project procedures for their implementation as part of the Quality System.

 

  • Define the conditions and strategies for the preparation of procedures for different departments and/or project groups.

 

  • Coordinate the drafting and updating of procedures of the quality management system.

 

  • Participate in the preparation of the Quality Plan of the Projects of the program.

 

  • Supervise the coordination of corrective actions required by non-compliant products.

 

  • Monitor the system management and document control of the quality system.

 

  • Monitor the custody of quality records as required by ISO 9001-2000 for the program’s Quality System.

 

  • Follow up the measurement of project performance, operations, trends and report to the Project Management.

 

  • Give support to the maintenance, implementation, and continuous improvement of the Quality System.

 

  • Provide information for the preparation of consolidated reports for each period as directed to the Project Management.

 

  • Supervise the participation of those responsible for quality in the Operational and Administrative Reviews of the Project.

 

·        Provide support to Project Management and Technical Disciplines when required.

 

Planning and Control

 

  • Supervise the quality planning activities such as training, dissemination, updating and quality system audits in the Project.

 

·        Follow up of quality programs and plans.

 

Execution

 

  • Establish and coordinate the flow of information regarding quality issues.

 

  • Supervise the updating of procedures by different departments and / or addresses according to non-compliances detected, corrective and / or preventive actions carried out and lessons learned from the projects.

 

  • Supervise the updating of procedures by different specialists considering statistics that resulted from the project.

 

  • Supervise the people in charge of controlling and keeping updated the documents related to the Quality Management System at a level of each project.

 

  • Provide support in the interpretation and application of the quality system to all the project personnel.

 

  • Participate in the administration of risk identification / mitigation of the project.

 

  • Supervise the people in charge of the Customer survey process, and monitor trends in order to gain feedback for continuous improvement.

 

Continuous Improvement

 

  • Develop metrics to measure performance against established goals.

 

  • Analyze performance data and provides feedback to the Projects related to the DUBA program.

 

  • Manage/coordinate sessions related to lessons learned as well as good practice sessions related to design and construction.

 

  • Identify and support continuous improvement opportunities wherever they are found.

 

  • Plan and coordinate or support the coordination of training sessions for work teams.

 

  • Support a safety culture.
